Anthony Flores

Anthony Flores is Research & Data Director at the Oklahoma Policy Institute. He leads a team that examines housing, criminal justice, and economic security. His work looks at Oklahoma’s housing production, zoning, and eviction data trends to support practical policy—work he co-develops with Senior Housing Policy Analyst Sabine Brown, who helps convene statewide housing partners. In 2024, Anthony presented to the Oklahoma House interim study on opportunities for statewide zoning and affordable housing policy reform, and his housing research for OK Policy has been highlighted in news coverage on zoning reform and in city council meetings. OK Policy’s eviction analytics (with partners) power the Tulsa Eviction Explorer and feed the Eviction Data Working Group’s TPS Student Eviction Alert used by McKinney-Vento counselors to mobilize supports and reduce chronic absenteeism. The team’s work also informs local strategies such as Tulsa’s Mayor’s Coalition on Eviction Mitigation and complements Oklahoma City’s Housing Affordability Implementation Plan.

Andrea Frymire

Andrea Frymire is the CEO and President of Housing for Communities With over 25 years of experience in property management, commercial real estate, and affordable housing, Andrea has a rich background that includes roles as Partner at Welcome Home Management Services, L.L.C., Dobson Mortgage Corp., and Broker/Owner of Oklahoma Investment Realty, Inc. Andrea is a licensed real estate broker and instructor, holding a Bachelor’s Degree in Finance from Radford University, a Master’s in Real Estate with a focus on Commercial Real Estate Investment and Analysis, and a CCIM designation. She has been instrumental in promoting awareness, advocacy, and training on housing issues for attorneys, housing providers, social workers, lending institutions, and real estate professionals impacting low to moderate-income households. Andrea is a dedicated community leader, serving as a Founder and Inaugural Board President for the Oklahoma Coalition for Affordable Housing, she has held numerous national committee positions with the National Association of REALTORS® related to affordable housing, commercial real estate, federal taxation and other policy related issues.

Tinna Hanna

Tina Hanna has led South Central Industries and Housing since 2010, a self-sustaining social enterprise providing vocational training, employment, and residential services for individuals with intellectual and developmental disabilities.

In 2024, she founded the Shawnee Housing Alliance, a coalition of more than 25 regional partners addressing workforce housing needs through infill development and community grants.

Her leadership has earned statewide and national recognition, including the International Economic Development Council’s Top 3 Housing Initiatives (2025) and the Oklahoma Academy Key Contributor Award.

Tina also consults on nonprofit development, housing, social enterprise, DEI, and sustainability, and serves on numerous boards supporting community and economic growth.

Dan Kassik

Dan Kassik is the Planning Director for the City of Guthrie, Oklahoma, managing the building and code enforcement staff and overseeing all planning related activities. His areas of specialization include zoning code development, form-based concepts/traditional neighborhood development and legislative policy analysis. He is a strong advocate for zoning reform that implements multi-modal transportation opportunities and built environment standards that create better livability and affordability in cities.

Dan is a graduate of the University of Iowa with a B.A. in Geography and has worked as a city planner for over 25 years previously working for municipal and county governments in the Western United States before joining the City of Guthrie 6 years ago. He is a member of the American Planning Association, Urban Land Institute, Congress for the New Urbanism and Strong Towns.

Han Thomas

Hans Thomas is an Architect who created his own firm in 2005. Mr. Thomas has participated in the creation of over $1.78 Billion worth of affordable housing. Prior to starting his own Architectural practice he was the Chief Architect for a State Housing Agency, a consultant for syndicators, banks, as well as other State Housing Agencies. Mr. Thomas was the recipient of Edward J. Romieniec FAIA Graduate Traveling Fellow from Texas A&M and studied affordable housing in Australia, India, Thailand, Germany and England. He was also awarded the Charles Estes Memorial Award for high achievement in design, illustration, language history, scholarship and service.

Lance Windel

Lance A. Windel is a 1994 graduate of the University of Chicago (BS Economics, Honors). He has been a leader in the construction industry since 2000. Lance began his career as a construction manager for Ryland Homes in the Dallas metro area, where he served as the lead 
Site Superintendent for an 1,100-home subdivision. In 2007, he launched his own construction company and has consistently excelled in the industry ever since. Lance is the founder of The House Factory, a 280,000-square-foot modular home building facility located on 33 acres in downtown 
Oklahoma City, dedicated to innovation in off-site construction and housing solutions.
He brings a strong background in leadership and operations, shaped by his military service. Lance served four years on active duty as a combat engineer in the United States Marine Corps (1994–1998), leading a 40-man platoon focused on construction, demolition, engineering, and bridge work. He later commanded 1,000 Marines with the 4th Combat Engineer Battalion (USMC Reserves). Lance retired as a Colonel of Marines, and most recently served as a FEMA liaison for Marine Forces North.
