Wanda Debruler

Wanda DeBruler, owner of DeBruler, Inc., is a renowned consultant in Oklahoma's affordable housing and nonprofit development, directing millions to uplift low-income households for over three decades. Her firm advised the HOME ARP Homeless research team and played a crucial role in housing consultations for various organizations. She co-founded Housing for Communities, Inc., and the Oklahoma Coalition for Affordable Housing. Ms. DeBruler's career spans consulting on national initiatives, executive roles, and contributions to published works. Recognized with state and federal awards, her expertise lies in grants management, resource procurement, and a deep understanding of protocols, coupled with strong communication and coaching skills.

Jean Cooper

Jean Cooper has served in a variety of administrative positions including the Executive Director of the Northeast Oklahoma Community Action Agency, the Assistant Director for Services for Persons with Developmental Services at the Oklahoma Department of Human Services, and the Assistant Director of the Texas Department of Mental Health and Mental Retardation. Jean also served as the President of Oklahoma Association of Community Action Agencies and President of the Governor’s Interagency Council on Homelessness. She has worked with various committees and organizations seeking to provide services for low-income citizens and persons with developmental disabilities as well as participating in regional partnerships in the agency’s service area. She retired from public service in 2017 and currently serves as a consultant to several community action agencies and other agencies in conducting housing services, data services, management training and grant writing.

    Connie Schlittler

    Connie Schlittler, Director of Compliance and Policy, NorthCare– Ms. Schlittler started at NorthCare in November 2019. Her role includes developing new programs to meet the needs of vulnerable Oklahomans. Her responsibilities include state and federal compliance, certification and accreditation, privacy, and developing state and federal funding proposals. Prior to working for NorthCare, she was the Executive Director of OKC Metro Alliance, a nonprofit dedicated to jail and prison diversion. Ms. Schlittler worked at the Oklahoma Department of Mental Health and Substance Abuse Services for ten years and ten years at the Department of Human Services. His background includes community mental health, housing and employment services for persons with special needs, and disaster mental health. Ms. Schlittler has a Master Degrees in Social Work and Public Administration from the University of Oklahoma. She is licensed clinical social worker.

    Andrea Frymire - President & CEO

    Andrea N. Frymire, CCIM, is the CEO and President of Housing For Communities, Inc.  With over twenty-five years of experience in commercial real estate, property management and affordable housing, Andrea has rich background that includes roles as Partner/Managing Broker at Welcome Home Management Services LLC,;  Dobson Mortgage Corp, and Broker/Owner of Oklahoma Investment Realty, Inc.  Andrea is a license real estate broker and instructor, holding a Bachelor’s Degree in Finance from Radford University, a Master’s in Real Estate with a focus on Commercial Real Estate Investment and Analysis and a CCIM designation.  She has been instrumental in promoting awareness, advocacy, and training on housing issues impacting low to moderate income households for attorneys, CPAs, social workers, housing professionals, lending institutions and real estate professionals.  Andrea is a dedicated community leader, serving as a Founder and Inaugural Board President for the Oklahoma Coalition for Affordable Housing and again as Board President in 2025 for the 10-year anniversary of the Coalition.  She has assisted in the formation of over eight nonprofits and foundations related to the real estate industry.  She has held numerous national committee positions with the National Association of REALTORS® related to affordable housing, commercial real estate, federal taxation and other policy related issues.  She is a past chair of the NAR Commercial Federal Policy Committee and currently serves on the Federal Financing and Housing Policy Committee.

    Madeline King - Marketing Coordinator

    Madeline King excels in organizing and coordinating high-impact events and programs within the affordable housing sector, primarily in Oklahoma. She works with multiple nonprofits (OCAH, Housing for Communities, CRE Summit Foundation, and several other companies)—leveraging her expertise in logistics, stakeholder engagement, social media and marketing and community-driven initiatives—to support equitable housing efforts across the state. Based in Dallas, TX, Madeline is known for her precision planning, seamless event execution, and enthusiastic collaboration with diverse partners. Her work strengthens ties between nonprofits, developers, funders, and housing advocates, helping drive meaningful outcomes for communities in need.

    Bailey Koewing - Development Director

    Bailey Koewing is the Development Director at Housing for Communities, where she leads fundraising strategy, grant writing, and consulting services to support affordable housing initiatives. She previously served as the organization’s Grants Manager, where she helped build the organization’s grant portfolio and donor engagement strategies. Bailey earned her BBA in Finance in May 2024 and her Master of Science in Finance in May 2025, both from the University of Oklahoma. As an undergraduate, she also studied Nonprofit Organizational Studies. While at OU, she served as Associate Director of Development for the OU Food Pantry and as Executive Director of the Grant Writers Association, gaining hands-on experience in nonprofit leadership and grant strategy.

    Kaley Wilson - Housing & Finance Director

    Kaley is a student at the University of Oklahoma, pursuing a major in accounting and a minor in nonprofit management. She is set to graduate in December with a Bachelor's degree in Business Administration. Since November 2024, Kaley has been gaining hands-on experience in accounting at Housing for Communities. Outside of her studies and work, she enjoys running, playing board games with friends and family, and planning her next travel adventure.
